If the creative commons license states “non-commercial use”, can we not include that material in a course pack sold to students?

Answer

Because the Bookstore is a profit making entity and adds a mark-up to course packets for profit, permission should be obtained from the copyright owner before adding any "non-commercial use materials" to a course packet.

Another options is to link or upload the resources that are designated non-commercial directly in Blackboard for students to access and print. Even if students have to pay to print, there is no mark-up for profit, and the printing would be considered non-commercial.
